Added the FormatWithCulture NCALC function

There were some caching issues while using the datastore parameter functions via JavaScript

The related template is now saved in the service version, this opens up to possibility to change the template (eg a new version of a template) of a service, without breaking the existing service versions.
The actors are now part of the service version. This is also reflected on the compare versions page
The documents in a service now have a reference to the person who uploaded the document
When using the documents as source in a part, it's now possible to download / open the document right from the part
When using multiple document views, you can now set the default view
It's now possible to use a JavaScript filter when using documents as source in a part
When the service overview is the only option in "Request maintenance", then the "Request maintenance" group isn't shown and the service overview becomes a main menu item
You can now set the default number of records to show on the overviews
It's now possible to disable the export to PDF functionality available on the service overview
When duplicating a service, the data that isn't valid anymore is not copied over to the duplicated service (that is datastore parameter entries that don't exist anymore and person or person groups who are set as inactive)

When stopping and starting the clock, the time stopped is now calculated in business time and that business time is added to the planned delivery date
Tasks now can have messages, these can be entered manually or via JavaScript, and messages via the integration with person groups are also added as a message now, instead of adding the message to the information field

When adding a template to an export package, it's now possible to convert all services using that template to the newly imported template (this used to be limited to the draft services)
