Adding an ACL for Trigger part scope

This scope controls access to the parts that are shown when a Trigger is executed.

Use this ACL to define which Personas can view and/or edit specific Trigger parts. If All unspecified is selected, the rights apply to all Trigger parts without a more specific ACL.
