Controls which quality note types a Persona is allowed to select.
Use All unspecified to allow selection of all quality note types that do not have a more specific ACL defined.
Grant the Select right to allow the Persona to choose the quality note type when creating or editing a note.
If no Quality note type ACLs exist, all quality note types are selectable by default.
