Adding an ACL for Custom Actor scope

This ACL applies rights to template-defined custom actors.

Options include:

• All unspecified → applies to all actors without any other ACL

• Items list → select specific custom actors for targeted rights

This is useful when templates contain many actors with different responsibilities.
